Disputes, evictions, and habitability questions belong with your attorney — I'll happily coordinate paperwork they direct. Where a city requires a local agent (Cleveland, Philadelphia, NJ, RI, Ohio statewide), the agent is someone on your side — I coordinate the designation; I never serve as the agent.
